The “1/?” part is because it was the first Cyrus thing he was ever asked to autograph (which is unsurprising as that’s not even the most popular Pokemon character he’s voiced, much less from any series, which would probably be Lucario and Goku, respectively). “YES!” is, of course, a rather infamously delivered line from Cyrus’s introductory episode that the Galactic fandom has amused itself with ever since.
